Create a forum for developers to talk to each other
The developers will want a way to communicate/learn from each other as they go through the data sets. This communication is public, but also very specific. See the MassDOT developer's Google Group.

Include description of the data
What is "Childrens Feeding"? These data sets must have a one sentence line describing what they are. It's a waste of time to click on each one to realize "oh, it's just a listing of restaurants not ones that have been given warnings for safety violations."

Group the data by some understandable organization
Whether it's by department or activity: it's helpful to scan the data to see Health Services and then a listing under there. The data can be listed multiple times under different departments.

Add a "miscatogorized data" link
Some of the data will be dirty: so add some sort of feedback mechanism to alert other people that this line is not for "Drinking and Eating" but in fact a gas station.

Create a glossary
COB means City of Boston, but you can't tell that from the data listing. Including a glossary of government terms would be very helpful.
